The National Institute of Rural Development and Panchayati Raj (NIRDPR) has released an official recruitment notification for hiring qualified professionals under its flagship School of Excellence in Panchayati Raj (SoEPR) initiative. This large-scale hiring drive aims to strengthen rural governance, decentralised planning, and capacity-building mechanisms at the grassroots level across India.
Through this recruitment process, NIRDPR plans to engage 98 consultants on a contractual basis who will be deployed at State Institutes of Rural Development (SIRD) and State Panchayat Resource Centres (SPRC), covering clusters of districts in different States and Union Territories. 🔎 About NIRDPR and the SoEPR Project
NIRDPR is the apex national institution responsible for research, training, and policy support in the field of rural development and Panchayati Raj. The School of Excellence in Panchayati Raj is a national-level project being implemented under the Rashtriya Gram Swaraj Abhiyan (RGSA) to improve institutional capacity of Panchayats and promote sustainable, inclusive local governance.
Selected consultants will work directly with State Governments, district administrations, training institutions, and Panchayat bodies to strengthen planning processes, service delivery systems, and monitoring frameworks at the village, block, and district levels.

📚 Educational Qualification
Applicants must possess a Master’s Degree in any discipline from a recognised university or institution.

🧠 Experience Requirements
🔹 For Senior Capacity Building Consultant

At least nine years of professional experience in Panchayat governance, rural development programmes, decentralised planning, or capacity-building initiatives at district, state, or national level.
🔹 For Capacity Building Consultant

Minimum seven years of similar experience in relevant fields.
Preference may be given to applicants who have:

Worked on RGSA or similar projects

Experience in localisation of Sustainable Development Goals (SDGs)

Prepared GPDP, BPDP and DPDP plans

Designed training modules and conducted Training-of-Trainers programmes

Extensive field exposure in rural districts
📝 Selection Process
The final selection will be made through a competitive shortlisting process, which may include written tests, interviews, or both, depending on the number of applications received.
Only shortlisted candidates will be contacted for further stages, and no TA/DA will be provided for attending interviews or assessments.
💰 Salary and Benefits
Selected candidates will receive an attractive consolidated monthly remuneration:

Senior Capacity Building Consultant: ₹75,000 per month + tour allowances

Capacity Building Consultant: ₹60,000 per month + tour allowances
Frequent field visits across districts are part of the role, and candidates must be willing to undertake extensive travel for project implementation.
